Title: Clarification on Child Guarantee funding: Detailed disbursements per Member State
Biennial progress reports on the implementation of the European Child Guarantee are due by March 2026. The 2024 biennial reports vary in terms of quality and focus. Notably, information on budget execution within the total allocated amount of €6,454/EU and €9,284 billion/Total remains unclear.
Available information provides general allocations per country, without a clear and itemised breakdown by Member States, type of intervention and result achieved, in line with the key services of the Child Guarantee: early childhood education and care; education and school-based activities (including one healthy meal each school day); healthcare; healthy nutrition; adequate housing.
As detailed financial information is essential for monitoring the implementation of the Child Guarantee, we ask the Council:
Will it ensure that the forthcoming biennial progress reports include the actual amounts disbursed for the Child Guarantee for each Member State, broken down by specific type of intervention (e.g. school meals...), including their names or brief descriptions, and classified according to key services of the Child Guarantee?
Could it provide a comprehensive, comparable, EU-wide tabular overview of such payments?
What concrete steps will Council take to improve transparency and reporting on budget execution and project-level spending under the European Child Guarantee?
