Members discuss next steps for the European Child Guarantee

At this Wednesday’s EPP EMPL preparatory meeting ahead of the EMPL meeting on 1 October, Members held an informative exchange of views on the implementation and future of the European Child Guarantee. The discussion took place under point 3 of the agenda, “Exchange of views on the Child Guarantee - past and future steps”, with Mr Niels Geuking MEP, the EPP representative in the EMPL Special Working Group on the Child Guarantee, presenting an update on the work carried out by the Working Group since 2025. He focused on three key issues: greater transparency regarding the use of Child Guarantee funding, the concrete implementation of the Guarantee, and the need to strengthen funding, implementation and monitoring in the context of the EU’s 2028-2034 Multiannual Financial Framework.
In his intervention, Mr Geuking stressed that Parliament should have access not only to information on allocated or programmed funding, but also to clear and comparable data on actual spending, the projects and interventions financed, the services covered and, where possible, the results achieved. He referred to the approach of the European Court of Auditors in its reporting on the Youth Guarantee as a useful benchmark for improving transparency. In addition, he underlined the importance of ensuring that the lessons from the current implementation period are reflected in the future EU funding framework.
The exchange was informative and constructive, with broad agreement on the need for further action. Members agreed to move forward with a new letter to Executive Vice-President Roxana Mînzatu, addressing outstanding questions concerning Child Guarantee financing, implementation, monitoring and the future 2028-2034 funding framework.
The letter aims to increase transparency on the use of funds and clearer information on how the Child Guarantee can be strengthened from 2028 onwards. A coordinated approach with colleagues from other political groups and relevant parliamentary initiatives may also be pursued.
The meeting thus marked a further step towards strengthening parliamentary scrutiny of the European Child Guarantee and ensuring that commitments translate into transparent funding, effective implementation and concrete results for children in need.
